Report: North Korea Sends Thousands of Troops to Aid Russia in Targeting Ukraine


A recent U.N. report reveals that Russia has deployed thousands of North Korean soldiers and extensive weaponry to bolster its military operations in Ukraine, describing this cooperation as unlawful. The Multilateral Sanctions Monitoring Team (MSMT), which includes the U.S., UK, and Japan, reported that North Korea supplied over 11,000 troops and significant military assets, including 100 ballistic missiles and up to 9 million rounds of ammunition in 2024. This partnership has enhanced Russia’s missile attacks on Ukrainian infrastructure.

North Korean troops have reportedly supported Russia’s military in reclaiming the Kursk region, following a mutual defense pact signed between Kim Jong-un and Vladimir Putin in June 2024. Despite mutual claims of no arms transfers, the report suggests both nations have violated U.N. Security Council resolutions by engaging in military cooperation and arms transactions.

The report also estimates an additional 3,000 North Korean troops were sent to Russia in the early months of 2025. In return, Moscow is believed to have assisted North Korea’s missile programs by providing advanced military equipment. The MSMT indicates that both countries intend to deepen their military ties, disregarding U.N. protocols.

As hostilities continue, including recent Russian drone and missile strikes that have caused civilian casualties, the potential for peace negotiations remains uncertain. Ukraine’s government has signaled readiness to engage in talks, but insists that Russia first clarify its stance on ending the conflict, amidst ongoing demands for territory cessions and NATO neutrality. The war has resulted in significant losses for both military forces and civilians, further complicating the pathway to peace.
