Lawmakers in Montana discuss constitutional amendment on defining personhood


A contentious debate unfolded in the Senate Judiciary Committee as they discussed a bill that would propose a constitutional amendment to define personhood as beginning at conception. Sponsored by Rep. Lee Deming, R-Laurel, House Bill 318 aims to amend Montana’s Constitution to recognize a fetus as a living being, with a ballot measure set for the November 2026 election.
