Montana Bill Proposes Altering Calculation Method for Local Property Tax Levies

A bill currently under consideration in the Montana Legislature, House Bill 20, aims to change how local tax levies are calculated on the ballot. Sponsored by Rep. Larry Brewster, the bill passed the House in January and had its first hearing in the Senate Taxation Committee. The bill would require cities and counties to propose levies in terms of a fixed amount of money they want to collect rather than a fixed number of mills, adjusting for property value increases by lowering mills. Supporters argue that rising property taxes are heavily influenced by voted levies for specific services like police and fire departments.

However, the bill faced opposition from some representatives of local governments who expressed concerns about funding services in the face of inflation and growth. They wanted the bill to be amended to allow them to increase levy amounts by the full rate of inflation. Despite differences in opinion, the bill continues to advance through the legislative process, with implications for property tax calculations in the state if it becomes law.
