Montana Senate experiences ‘a touch of chaos’ with new rules – Daily Montanan


The Montana Legislature faced some delays and confusion on the second day of the 69th session due to a change in Senate rules. The reshuffle of the deck caused some committees to stall, with print-outs of committee hearings for the day mostly blank. Senate President Matt Regier expressed surprise at the bid for new rules and its consequences. Some committee chairs reported not yet getting started due to the changes.

Despite the chaos, some senators viewed the delays as not entirely negative at this early stage of the session. House Appropriations Chairperson Llew Jones noted the Senate was in a state of chaos regarding committee assignments. However, the delays allowed some senators to have more time to prepare for upcoming bills. Sen. Janet Ellis, who was working on a bill concerning artificial intelligence in elections, saw a silver lining in the disruptions. Not all committees were affected, with some holding educational meetings instead of reviewing proposed bills.

Senate President Regier assured that the new rules were temporary and the Senate may revert to the original plan from leadership when adopting permanent rules. Despite the challenges, senators like Jonathan Windy Boy recognized that politics and disagreements are part of the legislative process. As the session continued, senators worked to navigate the changes and move forward with their legislative agenda.
