First hearing in Montana House for ‘Homestead’ property tax relief bill

Lawmakers in Montana are considering a property tax bill, House Bill 231, that aims to shift the burden of property taxes away from primary residences, long-term rentals, and small businesses. Championed by Gov. Greg Gianforte’s office, the bill would reduce taxes on primary residences by 17% for about 230,000 homeowners, while increasing taxes on properties like vacation homes and short-term rentals by 53%. The justification for this increase is that out-of-state owners of these properties do not contribute to Montana income tax, limiting the state’s revenue for services.

The bill also includes an exemption for agricultural land to ensure that those taxes are not affected by the shift. However, opponents argue that the relief provided by HB 231 is not targeted enough, as high-value homes would see larger tax decreases compared to more moderate value homes.

This bill is part of a series of proposed legislation aimed at addressing rising property taxes in Montana. Lawmakers are also considering House Bill 213, which would lower the property tax rate for residential properties, and Senate Bill 189, which would provide credits for property taxes on primary residences using income from lodging and rental car taxes. Additionally, Democrat-supported bills offering tax relief for low-income homeowners and renters are also being considered.

The debate over property tax reform is ongoing, with various stakeholders expressing concerns and opinions on how best to address the issue. The outcome of these proposed bills will impact homeowners and businesses across the state.
