The general counsel for Kentucky Gov. Andy Beshear has ordered Letcher County Sheriff Shawn “Mickey” Stines, who is accused of gunning down District Judge Kevin Mullins in his chambers, to resign by the end of the week or face removal proceedings. Stines, who pleaded not guilty to first-degree murder, has 20 days to prepare a defense. Governor Beshear has the authority to fire peace officers for neglect under state law. The shooting occurred after an argument inside the courthouse, but authorities have not disclosed a possible motive. Stines was deposed in connection with a federal civil case alleging abuse by a deputy inside Mullins’ chambers three days before the shooting. Stines’ lawyer argued that he was protected from being sued due to his position as an elected official and law enforcement officer. Kentucky State Police are investigating the potential link between the lawsuit and the shooting, but no motive has been confirmed. Stines’ lawyer stated that he hopes for a clearer understanding of the circumstances that led to Judge Mullins’ death. The Letcher County Sheriff’s Office and county judge/executive did not immediately respond to requests for comment. Stines has until Friday to resign, or Governor Beshear will move forward with removal proceedings.
